It is now nearly two weeks since Remembrance Day and reading Paula’s blog. Whilst understanding and agreeing with much of the sentiment of the blog, I must confess I have been somewhat torn between the critical viewpoint presented and the narrative that we owe the very freedoms we enjoy to those that served in the second world war. When I say served, I don’t necessarily mean those just in the armed services, but all the people involved in the war effort. The reason for the war doesn’t need to be rehearsed here nor do the atrocities committed but it doesn’t hurt to reflect on the sacrifices made by those involved.
My grandad, now deceased, joined the Royal Navy as a 16-year-old in the early 1930s. It was a job and an opportunity to see the world, war was not something he thought about, little was he to know that a few years after that he would be at the forefront of the conflict. He rarely talked about the war, there were few if any good memories, only memories of carnage, fear, death and loss. He was posted as missing in action and found some 6 months later in hospital in Ireland, he’d been found floating around in the Irish Sea. I never did find out how this came about. He had feelings of guilt resultant of watching a ship he was supposed to have been on, go down with all hands, many of them his friends. Fate decreed that he was late for duty and had to embark on the next ship leaving port. He described the bitter cold of the Artic runs and the Kamikaze nightmare where planes suddenly dived indiscriminately onto ships, with devastating effect. He had half of his stomach removed because of injury which had a major impact on his health throughout the rest of his life. He once described to me how the whole thing was dehumanised, he was injured so of no use, until he was fit again. He was just a number, to be posted on one ship or another. He swerved on numerous ships throughout the war. He had medals, and even one for bravery, where he battled in a blazing engine room to pull out his shipmates. When he died I found the medals in the garden shed, no pride of place in the house, nothing glorious or romantic about war. And yet as he would say, he was one of the lucky ones.
My grandad and many like him are responsible for my resolution that I will always use my vote. I do this in the knowledge that the freedom to be able to continue to vote in any way I like was hard won. I’m not sure that my grandad really thought that he was fighting for any freedom, he was just part of the war effort to defeat the Nazis. But it is the idea that people made sacrifices in the war so that we could enjoy the freedoms that we have that is a somewhat romantic notion that I have held onto. Alongside this is the idea that the war effort and the sacrifices made set Britain aside, declaring that we would stand up for democracy, freedom and human rights.
But as I juxtapose these romantic notions against reality, I begin to wonder what the purpose of the conflict was. Instead of standing up for freedom and human rights, our ‘Great Britain’ is prepared to get into bed with and do business with the worst despots in the world. Happy to do business with China, even though they incarcerate up to a million people such as the Uygurs and other Muslims in so called ‘re-education camps’, bend over backwards to climb into bed with the United States of America even though the president is happy to espouse the shooting of unarmed migrating civilians and conveniently play down or ignore Saudi Arabia’s desolation of the Yemini people and murder of political opponents.
In the clamber to reinforce and maintain nationalistic interests and gain political advantage our government and many like it in the west have forgotten why the war time sacrifices were made. Remembrance should not just be about those that died or sacrificed so much, it should be a time to reflect on why.
A recent track that has come to light which incorporates Drill Music is that called ‘Political Drillin’. On the track the artist manages to incorporate quotes from politicians; which proves he is highly deserving of his title ‘DrillMinister’.
What was particularly shocking to me was how easy it was for the governmental quotes to actually fit in with what he was initially rapping about, considering how frowned upon the genre is by these same figures.
It becomes very obvious that the slurs deemed as “violent” are ones that much of us are accustomed to hearing on a daily basis. In my interpretation, the artist seems to be bringing this to light. When young people use similar racial, derogatory terms towards one another it is seen to be violent and makes headlines, but politicians seem to throw these around in parliament without being reprimanded for their actions. Why is this continuously tolerated?
The fact that these comments are known to all and no action is taken against them demonstrates that there is a certain calibre of people that can be deemed as criminal and those who will not. Once again shedding light on the class, age and racial division that is hanging over society.
So once again I put the question out…is drill music a cause of violent crime, or are we simply a criminal society? If the DrillMinister can be labelled violent, surely politicians should be too?

This week saw the appointment of a new minister for suicide prevention announced on world mental health day (BBC), and an article in The Guardian observing that mental health resources are woefully underfunded.
My thoughts first turned to the fact that the appointment of a minister to address the problem was reminiscent of New Labour’s previous attempts to address issues with the appointment of various czars, none of which were very successful (BBC). Allied to the appointments were the inevitable plethora of new policies, many failing at the first hurdle. Nonetheless their longevity and to some extent durability lay in ministers’ and state agency managers’ egos, and inability to see beyond fantasy and media pleasing rhetoric. However, it would be disingenuous to fail to acknowledge that some policies and strategies are conceived and implemented with the best of intentions, both at the macro and micro.
The old saying that ‘no plan last[s] beyond the first encounter with the enemy’ (Hughes, 1993:14) probably explains why so many policies fail, not because the essence of the policy is wrong but because politicians and those in charge fail to take into account or to rationalise that at the very core of the policy intentions, lay people. People are unpredictable, people do not conform to ideals or preconceived ideas and, yet policies are formulated to address ideal situations and an ideal homogenous population. No one member of the public is the same, whether they are a victim of crime, an offender, a person in need of medical care or mental health services, a worker, a student or a user of a service. They can be one of these things or a combination of them, they are a product of so many differing socioeconomic influences that any one policy cannot ever hope to deal with the multitude of issues they bring. People are both complex and complicated. A plan or policy needs to be adapted and changed as it progresses, or it will inevitably fail.
That brings me very nicely to one of my favourite authors Michael Lipsky. Lipsky presents those working at the coal face of public services as street-level bureaucrats. Attempting to navigate policy and strategy implementation whilst dealing with predominately less than ideal clients. Lipsky observes that in doing so the street-level bureaucrats are faced with a number of different issues:
- Resources are chronically inadequate relative to the tasks workers are asked to perform.
- The demand for services tends to increase to meet the supply.
- Goal expectations for the agencies in which they work tend to be ambiguous, vague, or conflicting.
- Performance oriented goal achievement tends to be difficult if not impossible to measure.
- Clients are typically nonvoluntary; partly as a result, clients for the most part do not serve as primary bureaucratic reference groups.

Policies and strategies are difficult to implement, if they are formulated purely on ideals without ever having recourse to those, i.e. the street level bureaucrats, that are required to implement them, they will inevitably fail. If plans rarely survive the first contact, then they need to be adapted or ditched, those best placed to advise on changes are of course those at the coal face. Herein lies the rub, politicians and managers do not like to be told their policy is failing or that it will not work in the first place. They inevitably place the failure of policies, or reluctance to implement them, on those at the coal face with little or no knowledge of the issues that are encountered. The raising of such issues are simply seen as an excuse, laziness or a reluctance to change. More often than not, the opposite is true, street level bureaucrats want change, but for the better not for the sake of it or to be seen to be doing something.
It is difficult to see how the appointment of a new czar will make a difference to suicide rates without fundamental changes in the way that policies and strategies are conceived. Those thinking of writing policy whether at the macro or micro, would do well to get a hold of Lipsky’s book and to reimagine the ‘real’ world.

Ask anyone that has known me for a long time, they would tell you that I have wanted to go to America since I was a little girl. But, at the back of my mind, as a woman of colour, and as a Muslim, I feared how I would be treated there. Racial discrimination and persecution is not a contemporary problem facing the States. It is one that is rooted in the country’s history.
I had a preconceived idea, that I would be treated unfairly, but to be fair, there was no situation where I felt completely unsafe. Maybe that was because I travelled with a large group of white individuals. I had travelled the Southern states, including Louisiana, Texas, Tennessee and Virginia and saw certain elements that made me uncomfortable; but in no way did I face the harsh reality that is the treatment of people of colour in the States.
Los Angeles was my first destination. It was my first time on a plane without my family, so I was already anxious and nervous, but on top of that I was “randomly selected” for extra security checks. Although these checks are supposedly random and indiscriminate, it was no surprise to me that I was chosen. I was a Muslim after all; and Muslim’s are stereotyped as terrorists. I remember my travel companion, who was white, and did not have to undergo these checks, watch as I was taken to the side, as several other white travellers were able to continue without the checks. She told me she saw a clear divide and so could I.
In Lafayette, Louisiana, I walked passed a man in a sandwich café, who fully gawked at me like I had three heads. As I had walked to the café, I noticed several cars with Donald Trump stickers, which had already made me feel quite nervous because several of his supporters are notorious for their racist views.
Beale Street in Downtown Memphis is significant in the history of the blues, so it is a major tourist attraction for those who visit. It comes alive at night; but it was an experience that I realised how society has brainwashed us into subliminal racism. The group of people I was travelling with were all white and they had felt uncomfortable and feared for their safety the entire time we were on Beale Street. The street was occupied by people of colour, which was not surprising considering Memphis’ history with African-Americans and the civil rights movement. That night, the group decided to leave early for the first time during the whole trip. I asked, “Do you think it’s our subconscious racist views, which explains why we feel so unsafe?” It was a resounding yes. As a woman of colour, I was not angry at them, because I knew they were not racist, but a fraction of their mind held society’s view on people of colour; the view that people of colour are criminals, and, or should be feared. That viewpoint was clearly exhibited by the heavy police presence throughout the street. It was the most heavily policed street I had seen the entire time I was in the States. Even Las Vegas’ strip didn’t seem to have that many police officers patrolling.
It was on the outskirts of Tennessee, where I came across an individual whose ignorance truly blindsided me. We had pulled up at a gas station, and the man approached my friends. I was inside the station at this point. The man was preaching the bible and looking for new followers for his Church. He stumbled upon the group and looked fairly displeased with the way they were dressed in shorts and skirts. He struck a conversation with them and asked generic questions like “Where are you from?” etcetera. When he found out the group were from England, he asked if in England, they spoke English. At this point, the group concluded that he wasn’t particularly educated. I joined the group outside, post this conversation, and the man took one look at me and turned to my friend who was next to him, and shouted “Is she from India?” The way he yelled seemed like an attempt to guage if I could understand him or not. Not only was that rude, but also very ignorant, because he made a narrow-minded assumption that a person of my skin colour, could not speak English, and were all from India.
I was completely taken aback, but also, I found the situation kind of funny. I have never met someone so uneducated in my entire life. In England, I have been quite privileged to have never faced any verbal or physical form of racial discrimination; so, to meet this man was quite interesting. This incident took place in an area populated by white individuals. I was probably one of the very few, or perhaps the first Asian woman he had ever met in his life; so, I couldn’t make myself despise him. He was not educated, and to me, education is the key to eliminating racism.
Also, the man looked be in his sixties, so his views were probably set, so anything that any one of us could have said in that moment, would never have been able to erase the years of discriminatory views he had. The bigotry of the elder generation is a difficult fight because during their younger days, such views were the norm; so, changing such an outlook would take a momentous feat. It is the younger generation, that are the future. To reduce and eradicate racism, the younger generation need to be educated better. They need to be educated to love, and not hate and fear people that have a different skin colour to them.
Let me start by apologising for the tone of this blog and emphasis that what follows is rant based on my own opinion and not that of the university or co-authors of the blog. On 3 January I was incensed by a story in the Guardian outlining comments made by Simon Dudley, the Royal Borough of Windsor and Maidenhead’s Conservative leader, regarding homelessness and the impact (visually) that this could have on the forthcoming royal wedding. Mr Dudley commented that having homeless people on the streets at the time of the wedding would present “a beautiful town in a sadly unfavourable light” and that “Windsor is different and requires a more robust approach to begging” (Dudley, cited in Sherwood, 2018, online). Unfortunately, I am no longer shocked by such comments and have come to expect nothing less of Conservative leaders. I am however profoundly saddened that such a deep rooted social issue is brought back into the spot light, not because it reflects wider issues of inequality, disadvantage, poverty, or social exclusion that need addressing but because of a class based narrative driven by a royal wedding. Is Windsor really in need of special treatment? Is their experience of homelessness really worse than every other city in the UK? Or is simply that in an area with such wealth, and social connection, showing the world that we have a problem with homelessness is taking it a step too far. Whatever the reason, Shelter’s (2017) tweet on the 29 December reminds us that homelessness is ‘…a crisis we are not handling as a country’.
As we approached the Christmas period it was estimated that children experiencing homelessness had reached a 10 year high with headlines like ‘Nearly 130,000 children to wake up homeless this Christmas’ (Bulman, 2017) marking our approach to the festive season. Similarly, Shelter warned of a Christmas homeless crisis and as the temperatures dropped emergency shelters were opened across London, contrary to the policy of only opening after three consecutive days of freezing temperatures (TBIF, 2017). Yet the significance of these headlines and the vast body of research into the homelessness crisis appears lost on Mr Dudley whose comments only add to an elitist narrative that if we can’t see it, it isn’t a problem. My issue is not with Mr Dudley’s suggestion that action is needed against aggressive begging and intimidation but with his choice of language. Firstly, to suggest that homelessness is a ‘sad’ thing is a significant understatement made worse by the fact that the focus of this sadness is not on homelessness itself but the fact that it undermines the tone of an affluent area. Secondly, the suggestion that the police should clear the homeless from the streets along with their ‘bags and detritus’ (Dudley, cited in Sherwood, 2018) is symbolic of much of the UK’s approach to difficult social issues; sticking a band aid on a fatal wound and hoping it works. Thirdly, and more deeply disturbing for me is the blame culture evident in his suggestion that homelessness is a choice that those begging in Windsor are ‘…not in fact homeless, and if they are homeless they are choosing to reject all support services…it is a voluntary choice’ (Dudley, cited in Sherwood, 2018). Homelessness is complex and often interlinked with other deeply rooted problems, therefore this blame attitude is not just short sighted but highly ignorant of the difficulties facing a growing proportion of the population.

 a charity offering advice and support to those facing or experiencing homelessness
The build up to Christmas appears more frenetic every year, but there comes a point where you call it a day. This hiatus between preparation and the festivities lends itself to contemplation; reflection on Christmases gone by and a review of the year (both good and bad). Some of this is introspective and personal, some familiar or local and some more philosophical and global.
Following from @manosdaskalou’ recent contemplation on “The True Message of Christmas”, I thought I might follow up his fine example and explore another, familiar, depiction of the festive period. While @manosdaskalou focused on wider European and global concerns, particularly the crisis faced by many thousands of refugees, my entry takes a more domestic view, one that perhaps would be recognised by Charles Dickens (1812- 1870) despite being dead for nearly 150 years.
One of the most distressing news stories this year was the horrific fire at Grenfell Tower where 71 people lost their lives.  Whilst Dickens, might not recognise the physicality of a tower block, the narratives which followed the disaster, would be all too familiar to him. His keen eye for social injustice and inequality is reflected in many of his books; A Christmas Carol certainly contains descriptions of gut wrenching, terrifying poverty, without which, Scrooge’s volte-face would have little impact.
In the immediacy of the Grenfell Tower disaster tragic updates about individuals and families believed missing or killed in the fire filled the news channels. Simultaneously, stories of bravery; such as the successful endeavours of Luca Branislav to rescue his neighbour and of course, the sheer professionalism and steadfast determination of the firefighters who battled extremely challenging conditions also began to emerge. Subsequently we read/watched examples of enormous resilience; for example, teenager Ines Alves who sat her GCSE’s in the immediate aftermath. In the aftermath, people clamoured to do whatever they could for survivors bringing food, clothes, toys and anything else that might help to restore some normality to individual life’s. Similarly, people came together for a variety of different celebrity and grassroots events such as Game4Grenfell, A Night of Comedy and West London Stand Tall designed to raise as much money as possible for survivors. All of these different narratives are to expected in the wake of a tragedy; the juxtaposition of tragedy, bravery and resilience help people to make sense of traumatic events.
Ultimately, what Grenfell showed us, was what we already knew, and had known for centuries. It threw a horrific spotlight on social injustice, inequality, poverty, not to mention a distinct lack of national interest In individual and collective human rights. Whilst Scrooge was “encouraged” to see the error of his ways, in the twenty-first century society appears to be increasingly resistant to such insight. While we are prepared to stand by and watch the growth in food banks, the increase in hunger, homelessness and poverty, the decline in children and adult physical and mental health with all that entails, we are far worse than Scrooge. After all, once confronted with reality, Scrooge did his best to make amends and to make things a little better. While the Grenfell Tower Inquiry might offer some insight in due course, the terms of reference are limited and previous experiences, such as Hillsborough demonstrate that such official investigations may obfuscate rather than address concerns. It would seem that rather than wait for official reports, with all their inherent problems, we, as a society we need to start thinking, and more, importantly addressing these fundamental problems and thus create a fairer, safer and more just future for everyone.
